Circle rate
The minimum property value set by a state or district for stamp duty, used in Delhi, UP, Haryana and others. Similar to ready reckoner or guidance value.
Also called: guidance value, collector rate, DLC rate
Circle rate is the term used in Delhi, Uttar Pradesh, Haryana and several other states for the government's minimum value of property in an area. Karnataka calls it guidance value. Rajasthan uses DLC rate.
Stamp duty is charged on the higher of the agreement value and the circle rate value. The same 10% income-tax tolerance under Sections 43CA and 56(2)(x) applies, so discounts that push the price well below the circle rate need care.
