Completion certificate
Certificate from the local authority confirming a building was completed as per the approved plan and rules. Often a precondition for OC.
A completion certificate confirms that construction is complete and follows the sanctioned plan, building bye-laws and other conditions. Depending on the city, it is issued along with, before, or as part of the occupancy certificate.
Completion has tax consequences. Under GST law, sale of a flat where the entire consideration is received after the completion certificate is issued (or after first occupation, whichever is earlier) is not a supply of service, so no GST is charged. This is why the last few unsold units in a completed project are often marketed as GST-free.
